Bachelor of Public Administration (BPA)
Bachelor of Public Administration (BPA) Polytechnic University of the Philippines, on its journey to become a National Polytechnic University, supports the advocacy of the Commission on Higher Education (CHED) for the implementation of blended learning. This supports a transition from an instruction-centered paradigm to a learner-centered framework for an industry-responsive curriculum. The Bachelor of Public Administration degree emphasizes social responsibility and civic participation, making it an ideal field of study for those who appreciate working with people. This program also emphasizes ethical decision-making and ethical behavior, preparing students to face the issues and challenges that our diverse communities face. This program prepares students for careers in public administration and government for public services and interests, as well as for leading and managing advocacy and service delivery initiatives for the general welfare. Program Description The BPA program aims to develop public servants, leaders, and change agents with the required competencies, 21st-century skills, and values to serve as professionals in government, civil society, and international organizations. BPA prepares its graduates for technical and administrative positions in government, including the foreign service and civil society. It is also a good preparation for those interested in taking up law and graduate studies. Graduates of the program can be employed as technical assistants, researchers, and managers with the aim of becoming executives and decision-makers in the future. Public Administration is an allied field of management and the social sciences. Program Learning Outcomes As postulated in CMO 15, S 2019, the BPA program leads to an advanced research qualification and devoted to advanced study and original research. Its graduates are expected to demonstrate the following: Display knowledge and understanding of the fundamentals of the study and practice of public administration and good governance; Manifest high appreciation for the imperatives and challenges of public service in the context of Philippine and global realities; Practice ethical values for public service and adherence to the principles of accountability, responsiveness, nationalism and democracy; Practice strong sense of duty to promote and protect public interest especially for the depressed and the marginalized communities; Show basic skills in management including planning, implementation, monitoring and human, material and resource management for government and civil society organizations; Engage in basic scientific policy, planning, and implementation research vital for local or national decision-making; and Display responsiveness and resiliency through required life skills and multiple intelligences toward lifelong learning. Bachelor of Arts in Broadcasting (BABR)
Bachelor of Arts in Broadcasting (BABR) The Broadcast Communication undergraduate curriculum was last revised in 2018 and was implemented the same year. This revision saw the design of more holistic production courses, where research processes and production flows from concept to execution became fundamental in teaching audio and visual production. Three-unit radio and television production courses were revised into six-unit core courses to intensify the role of each creative component (brainstorming, research, scriptwriting, editing, etc.) in the larger context of broadcast production flows. The revision also included the institution of the Political Economy of Broadcast Media, Analysis of Broadcast Texts, and Audience Studies. These three required courses equip students with critical theories and research approaches to analyzing broadcast media organizations and institutions, texts, and audiences. This curriculum has been evolving into an interdisciplinary program, integrating and synthesizing the philosophical approaches and methodologies of both the Humanities and the Social Sciences. In its first few decades from the 1970s, its teaching was founded on the training of professionals with a view that broadcasting was an aesthetic tool for mass dissemination of information. Since the 1990s, the Department has been steering the curriculum towards a broader, more holistic program that maintains the teaching of broadcasting as an art but also borrows and assimilates perspectives from several disciplines. This is particularly reflected in the use of the term "Studies," which implies a critical cultural studies approach in the study and teaching of the ways in which the practice of broadcasting participates in the creation of cultures and everyday life, maintains and challenges social relations and the exercise of power, and promotes or frustrates social transformations. The changes are premised on the complex paradigm shifts in the practice of broadcasting in the last three decades, shaped and reshaped not only by technologies but by the profound transformations in the global and local public spheres. The bridging of theory and practice needed review, especially with the key output of the program, the thesis, implementing research through audio-visual methods and using audio-visual projects as final projects. These insights echoed countless conversations with several batches of undergraduate students who wanted to do production theses but were daunted by the task of producing a written thesis and an audio-visual production as a solo project within a semester’s three-unit course. It is important to note that the shift from a predominantly arts and skills-building curriculum to a critical cultural studies approach in the Broadcast Communication program does not abandon the ideation, writing, videography, and editing aspects of broadcast production. Instead, we strengthen the theoretical and methodological aspects within the creative work. In the old Department of Broadcast Communication (DBC) curriculum, there already exists a balance between the bridging of theory and practice. However, we as a faculty articulated that the Department should not only produce, create or enhance talents and, as part of PUP that is a teaching, research, and public service university, that it should also nurture the audiovisual creativity of graduates who will teach and will be involved in research and public service. The term "Broadcast Media" in place of "Broadcast Communication" indicates the multifarious cultural and technological platforms in which conventional broadcasting is now practiced alongside new mediations, such as digital media, and other media that have yet to emerge. The program name maintains the term “Broadcast” as its audiovisual anchor and reimagines the discipline to be inclusive of digital Web-based, mobile, and other emerging media, its practices, and its audiences. This move signifies the program’s intent to examine the connections and intersections of “old” and “new” media, the contexts that inform the evolving uses of these media, and the way the new media ecologies encourage dynamic modes of meaning making among producers and audiences. Program Description The BA in Broadcasting is designed to provide students with the appropriate and timely training to become future broadcast practitioners who are competent, critical, and responsible. Furthermore, graduates are enabled to adapt to the changing broadcast landscape in terms of new technologies, modes of production, distribution, and exhibition of broadcast products, and encourage the students to integrate their knowledge and skills for service to their communities, career advancement, graduate study, and life-long learning. Program Learning Outcomes Practice critical creativity in the production of content, research, and implementation of conventional and emerging media production strategies; Generate knowledge in emerging media material design and production that can be used in broadcasting such as broadcast producing, script writing, management and educational broadcasting; Effectively write and produce for broadcast media and client-based production within the Philippines, ASEAN and Asia; Contribute new perspectives in media production and the producer’s role in a changing media environment by demonstrating new knowledge in shooting and editing video in the field and studio, using professional-level equipment as well as non-linear editing systems; Demonstrate life-long learning via progress toward completion of an advanced degree in broadcast media, or professional skills development in the practice of broadcasting and the other media.; Appraise leadership qualities and managerial skills in the practice of broadcast profession and the emerging media; Understand the local and global standards of broadcast media laws and ethics, research methodology and utilization, and principles of broadcast management; Adeptness to the new practice of creative content production with other creative methods and historical and theoretical lenses; and Produce research, scripts and contents on Philippine media texts, institutions, practices, and audiences that is ethical, theoretically informed, socially aware, and methodologically sound. Bachelor of Science in Business Administration major in Marketing Management (BSBAMM) Program Description The revised curriculum for BSBA Marketing Management students of PUP is anchored on the Policies, Standards and Guidelines (PSG) for the Bachelor of Science in Business Administration (covering Marketing Management) adopted by the CHED on March 28, 2017 (CMO No. 17, series of 2017). The PSG specifies the name of the degree (Art. IV, Sec. 5.1) as “Bachelor of Science in Business Administration”, requiring all state universities and colleges to conform to its provisions in order to be recognized by the Government (Art. II, Sec. 2). The PSG aims to standardize all undergraduate BSBA programs with an ample space for Higher Education Institutions (HEI) to innovate the curriculum in line with the assessment of how best to achieve program learning outcomes in their specific contexts (Article 1, Section 1). The 2022 curriculum revision is founded on the vision of the Polytechnic University of the Philippines to be a National Polytechnic University - an institution that offers superior full range programs from high school to doctoral programs through traditional and non-traditional system towards quality and excellence, adaptability, and nationalism. With a reduced number of units (from 185 to 164), the curriculum strives to prioritize relevant courses through introduction of new foundational and business core subjects and merging of related courses towards a more balanced approach to education - academic excellence and personal growth through extension, leadership programs, and sports. Lastly, the revised curriculum responds to the challenges of pandemic through application of methodologies that support hybrid learning. The BSBA Marketing Major in Marketing Management (BSBAMM) program follows an integrated approach to facilitate understanding of the different functional areas of business and how the effective orchestration and operationalization of these areas/components may lead to organizational success (5.2 Nature of the Field of Study, CMO No. 17, series of 2017). Specifically, the BSBAMM program aims for students to have an in-depth understanding of the key concepts and processes of Marketing Management – creation, delivery and communicating products and services to target markets. Program Learning Outcomes The BSBAMM is an undergraduate program which aims to provide students with the essential knowledge, skills, and values required of a marketing professional. The course aims to equip students with a strong foundation in marketing management theories and other related concepts that prepares them for careers in the creation, delivery and promotion of products and services for target markets. Through theoretical and experiential learning approaches using traditional and flexible learning modalities, the program aims to produce graduates who are adaptive, analytical and have the capacity to convey their ideas through written, oral and digital means. Guided by the PUP values, the course likewise envisions graduates with leadership skills, ethical values, service orientation, and readiness to take on the demands of the industry, government, and other sectors, locally and globally. Bachelor of Science in Business Administration Major in Human Resource Management (BSBAHRM) For the past century, higher education generally enjoyed a period of rapid growth and increased rate of development and prosperity. It provided huge benefits to individuals and to society, increasing the percentage of people who received higher degrees, and improving the quality of life of the citizenry. The Philippines has progressed economically given its improved functional literacy, increased educational opportunities, and enhanced productivity. These have been fueled by several reforms targeted at improving access to education and other basic services (Rocamora, 2021). But even with these developments, much has still to be done to ensure that Filipinos would not live in precarity and socio-economic uncertainty. Continuously and effectively investing in higher education is one of the drivers of more sustainable reforms in the Philippines (Scweisfurth, Davies, Symaco, & Valiente, 2018). Significant education inequalities would have to be addressed: structural concerns include prevailing divides among urban and rural areas in terms of access to the internet, learning facilities and materials, as well as training and capacity-building for teachers (Gorra & Bhati, 2016). Institutional concerns pertain to inadequate policies that provide frameworks for curriculum revision that meet both community and employment needs, as well as responsive mechanisms to forge academe-to-industry collaborative networks, and international linkages (QAA, 2018; British Council, 2015). Finally, some governance-related concerns include the labor market’s absorptive capacity for graduates, curtailed education resources, and enhanced standards for professionalism and licensure across all fields of study. All the above-mentioned factors, including the factors cited below, have moved the University to initiate the project on curriculum development for relevance and quality. The knowledge-based economy requires curricula that are more reflective of the instantaneous evolution of information technology, nearly unfiltered information, virtually unhindered movement of capital, labor, goods and services across national borders ensuing changing personal values and loss of some distinctive national identities. The Commission on Higher Education’s commitment in developing competency-based learning standards compliant with the existing international standards for outcomes-based education. There is a need to change instructional methods and materials because of the proliferation of new instructional technologies. New theories of learning emerge as the world becomes a knowledge-based society and life-long learning becomes imperative for anyone to become competent and competitive. The need to strengthen academic engagement with the industry or what we call University-Industry Collaboration to develop interdisciplinary capabilities to solve complex industry problems and to support product development and make contributions to the improvement of the economy and of the society. Each college needs to find a niche in the academic community – a place where it can make a difference by developing programs of national and international standards. The curricula should promote spiritual, moral, ecological, social and cultural development. With the continued rage of the coronavirus pandemic, our inevitable foray in the digital world, and the shift towards a knowledge-based “e-conomy”, these challenges would be compounded and present complex decision points for academic institutions (Parentela & Vargas, 2021; Joaquin, Biana, & Dacela, 2020). This program hopes that this initiative to revise the respective curricula would be a contributive step towards enhancing the quality of the higher education offered in the Sintang Paaralan. It is also part of the program’s goal to help in overcoming these prevalent inequalities given the vision of becoming a National Polytechnic University. Program Description The Bachelor of Science in Business Administration Major in Human Resource Management (BSBA-HRM) is a four-year program designed to prepare the graduates in a career in People Management, with a strong foundation of a holistic approach in business administration, and the application of Human Resource (HR) strategies which includes Talent Management, Compensation Management, Training and Development, Labor and Employee Relations, Performance Management, HR Analytics, and Organization Development. This program engages the students in diverse national and global business situations leading to proficiency in Risk Management and Good Governance of the emerging Human Resource Management technologies, producing HR professionals imbued with values-based competencies contributory to the effective and efficient management of human resources across all functions of business regardless of industry. Bachelor of Science in Entrepreneurship (BSEntrep) Based on the Guidelines for the Implementation of CMO No. 46 s. 2012, the Policies, Standards and Guidelines (PSG) implements the "shift to learning competency-based standards/ outcomes-based education." It specifies the 'core competencies expected of BS Entrepreneurship graduates "regardless of the type of HEI they graduate from." However, in "recognition of the spirit of outcomes-based education and... of the typology of HEI’s," this PSG also provides "ample space for HEI’s to innovate in the curriculum in line with the assessment of how best to achieve learning outcomes in their particular contexts and their respective missions...." Curriculum revision is significant because they enable faculty members to consider the ways curriculum interacts with actual students in a real entrepreneurial environment. By conforming to the PUP: The National Polytechnic University Mission, “Ensuring inclusive and equitable quality education and promoting lifelong learning opportunities through a re-engineered polytechnic university by committing to: provide democratized access to educational opportunities for the holistic development of individuals with global perspective, offer industry-oriented curricula that produce highly-skilled professionals with managerial and technical capabilities and a strong sense of public service for nation building, embed a culture of research and innovation, continuously develop faculty and employees with the highest level of professionalism, engage public and private institutions and other stakeholders for the attainment of social development goal, establish a strong presence and impact in the international academic community.” Knowledge of most, if not all, is subject to change over time. This new entrepreneurial knowledge needs to be incorporated into the curriculum in order to keep them current. The aim of curriculum revision and redevelopment is to enhance student learning, engagement, experience and outcomes. With the changing entrepreneurial environment, it is very important to innovate and revise the curriculum. As renowned, the society and culture served by an educational community dictate the needs, obligations, and responsibilities expected of the Entrepreneurship educational program. A traditionally accepted view of educational curriculum states that it is the information which should be taught with the underlying purpose of “standardizing” the behaviors of the society by educating the young in the traditions and rituals of that culture (Beyer & Liston, l996; Borrowman, l989; Glatthorn, l987; Tanner & Tanner, l995). Likewise, Glatthorn (l987) offered that beliefs and behaviors of each ethnic group or geographical area were developed in order to foster and teach students specific skills necessary for the transition from childhood to adulthood, thereby sustaining or advancing the convictions of that culture. In the same element, but addressing the need for change, Purpel (1972) proposed that the primary responsibility for the child’s learning was historically determined by the parent, but as society became more complex, the needs for specialized training grew, necessitating more formal training. It is obvious, therefore, that the curriculum must meet the needs and current demands of the culture, the society, and the expectations of the population being served. To this end, the educational reform process is still undergoing review, revision, and constant change (Johnson, 2001). Program Description The Bachelor of Science in Entrepreneurship (BS Entrep) is a four-year course offered in the College of Business Administration and in the Open University System (OUS), designed to provide undergraduate students an in-depth understanding and appreciation of new venture operations in small business enterprises. It aims to equip young students with entrepreneurial spirit to realize a vibrant and developing economy in the hands of the Filipinos and develop desirable qualities of leadership, social concern and moral values among them. The curriculum for BS Entrepreneurship is made up of a minimum of 156 units, including the required General Education, or GE curriculum. It covers all major functional areas required in planning, setting up, and running a business. HEI’s are encouraged to incorporate additional courses into their curriculum on top of these 156 units, to reflect their particular contexts and their respective missions. Bachelor of Science in Information Technology (BSIT) With the shift of the Philippine Education System to K-12 and taking into account the latest development and technological trends in the field of computing, it is a great opportunity to bring forth improvements in the curricular offerings of the Bachelor of Science in Computer Science (BSCS) and the Bachelor of Science in Information Technology (BSIT). The Commission on Higher Education through the implementation of CMO 46 Series of 2012, realizes the shift to learning competency-based standards/outcomes-based education specifying the core competencies expected of graduates of BSCS and BSIT. As the field of computing is very much dynamic, improvements in the curriculum must emphasize core principles and competencies that would enable graduates to adapt and learn skills in an increasing and developing technological and professional landscape. With this, the CHED Memorandum Order 25 Series of 2015 or the Revised Policies, Standards, and Guidelines for Bachelor of Science in Computer Science (BSCS), Bachelor of Science in Information Systems (BSIS), and Bachelor of Science in Information Technology (BSIT) Programs is mandating colleges and universities offering the aforementioned programs to develop and craft a new curriculum that continues to be responsive to the current needs of the country and to be at par globally. The College of Computer and Information Sciences (CCIS) is enjoining all of its stakeholders (faculty, students, staff, parents, industry partners, alumni, other educational and research institutions) to craft a learner-centered, outcomes-based curricula of the BSCS and BSIT programs to make its graduate globally competitive in the application of knowledge of computing to the discipline, utilization of modern techniques, skills, and tools in complex computing activities, and integration of professional, ethical, and social responsibilities relevant to professional computing practice. Bachelor of Science in Mathematics (BSMath) People often describe mathematics as the science of patterns. Mathematicians seek to discover, analyze, and classify patterns in both abstract objects and natural phenomena. The traditional domains of study are quantity (arithmetic), structure (algebra), space (geometry), and change (analysis). Mathematics offers distinctive and powerful modes of thought such as abstraction, generalization, deduction, inference, use of symbols, and the axiomatic method. Logical analysis and proof establish mathematical truth. As a universal discipline, it is rich in both theory and applications. Mathematics is used as an essential tool in many fields, including the natural sciences, engineering, medicine, finance, and the social sciences. Apart from being the language of the physical sciences, mathematics shares much in common with the former, notably in the exploration of logical consequences of assumptions. Mathematics is also regarded as an art, having an aesthetic and creative side. Mathematicians engage in pure mathematics (BS Mathematics), or mathematics for its own sake, without having, at least initially or intentionally, application or utility in mind. While there have been constant revisions of existing curricula or programs in the past, it remains the responsibility of the institution to ensure that the offered curricula or programs are responsive to the needs and demands of its graduates, enabling them to be globally competitive individuals. An upgrade, standardization, and enrichment of the institution's academic programs, specifically the Bachelor of Science in Mathematics (BSMath), is a necessary component of instruction. The updated policies, guidelines, and rules of the Commission of Higher Education (CHED), as well as local and international HEIs, served as guiding tools in revising the existing curriculum of the Department of Mathematics and Statistics' Bachelor of Science in Mathematics. Bachelor of Science in Office Administration (BSOA) The Bachelor of Science in Office Administration (BSOA) is a four-year degree program that prepares students for a career in an outcome-focused and technology-rich professional environment. Whether in general business, legal, or medical offices, the curriculum equips its graduates with the professional skills and competencies to meet the dynamic and technological needs of diverse industries and global markets. The BSOA program adheres to the provisions of the Commission on Higher Education (CHED) Memorandum Order No. 19, Series of 2017, with the purpose of rationalizing the field of office administration. The BSOA program combines courses in office administration, management, and technology to prepare the students to assume various general and specialized support, supervisory, and managerial positions in the local and global workplace, including self-employment. The management and the Quality Assurance Center-Curriculum Planning and Development section rigorously monitor the contents of the BSOA program to ensure continuous improvement and to stay updated with the evolving educational landscapes in both national and international contexts. The BSOA program is getting better because of national and international policies and trends, like the Commission on Higher Education's (CHED) Memorandum Order No. 56, series of 2012 Policy-Standards to Enhance Quality Assurance (QA) in Philippine Higher Education Through an Outcomes-Based QA. This is done to make sure that students get the best and most up-to-date education that they will need when they start working after college. The need for continued curriculum development contributes to the Polytechnic University of the Philippines' vision of becoming the National Polytechnic University.
