As the largest public university in the nation, the Polytechnic University of the Philippines (PUP) is deeply committed to giving its students the best education possible. As a result, it is within the PUP College of Education’s responsibility to ensure that its graduates represent quality and integrity in the field of education by developing them into complete individuals as well as exceptional teachers. These future educational administrators and teachers will lead reforms and advancements in the field, leaving their marks wherever they go with the skills, knowledge, and heart of a true leader.

The Governance of Basic Education Act of 2001, otherwise known as Republic Act 9155, defines the roles and responsibilities of educational leaders at all levels of education in the country, as well as the framework for the governance of basic education. It mandates that educational administrators, particularly school heads, perform both their administrative and instructional responsibilities. Both the National Adoption and Implementation of the Philippine Professional Standards for School Heads and DepEd Order 024, Section 2020, also known as DepEd Order 025, list the numerous skills and competencies that educational leaders need to have in order to effectively manage resources and people.

The DEM program is more than ready to take the reins as PUP strives to become a National Polytechnic University. Because of the widespread effects of the pandemic, it is more crucial than ever to incorporate technology into every aspect of human life, including the educational system, whose curriculum is a reflection of this reality. The goal of this program is to arm the candidates with the abilities and information necessary to deal with the challenges that will inevitably face them as capable and respectable educational leaders in the real world.

Program Description

The Doctor in Education Management (DEM) Program is a 51-unit academic track that aims to produce competent and skilled educational leaders who will take on educational leadership and managerial roles in their respective educational institutions. The program provides its graduates with the required proficiencies to demonstrate highly advanced and systematic knowledge and skills in the specialized discipline of education and apply these through practice and research.

Program Learning Outcomes

  1. Demonstration of thoroughly advanced systematic knowledge and skills in highly specialized and/or complex interdisciplinary multi-disciplinary fields of learning;

  2. Utilization of complex research, creative work, and/or professional practice, and/or the advancement of learning with full independence in individual work and/or in teams in an interdisciplinary or multi-disciplinary setting; 

  3. Application of a more complex setting that demands leadership in research and creative work with strategic value added;

  4. Application of a significant level of expertise-based autonomy and accountability to professional leadership for innovation, research, and/or development management in highly specialized, interdisciplinary, or multi-disciplinary fields;

  5. Develop school leadership frameworks for improved policy and practice and adapt school leadership policies to new environments by addressing the major challenges that have arisen over the past decades;

  6. Acquire professional, methodological, social, technological, and self-competence in meeting educational leaders' expectations; and 

  7. Possess insights to shed light on how education can adapt to fulfill its mission of educating a more diverse population in a more cost-effective and equitable manner, lead innovative research to illuminate society, address pressing global challenges, and strengthen global linkages.
